UDF allies upset over delay in power-sharing talks

THIRUVANANTHAPURAM: Even as discussions continue over the division of corporations and the distribution of Cabinet-rank posts, dissatisfaction is growing among UDF allies over the delay in convening a coalition meeting. Although the KPCC had agreed to form a sub-committee to decide the allocation of corporation chairmanships, no meeting has been held even after one and a half months.

The UDF has met only once since its election victory. Several alliance partners are unhappy that no discussions have been held on important political issues, including the controversy over low-alcohol beverages, the PM SHRI scheme, and the Vizhinjam stake transfer. The Parliament session is also scheduled to begin on July 20.

The absence of bilateral discussions has also delayed decisions on Cabinet-rank appointments. Several leaders of UDF constituent parties have already held talks with the Chief Minister and the KPCC president. However, the alliance must first decide, as a matter of policy, whether Cabinet-rank posts should be restored. The post of Chief Whip has already been allotted to the Kerala Congress.

The post of Chairman of the Administrative Reforms Commission has remained vacant since V.S. stepped down. Both the Muslim League (IUML) and Kerala Congress are interested in the position, with M.K. Muneer and P.J. Joseph being the preferred candidates. The chairperson's post of the Forward Communities Welfare Corporation, created earlier for R. Balakrishna Pillai, has also remained vacant since his demise. Another key appointment yet to be filled is that of the Kerala Government's Special Representative in New Delhi, a position previously held by A. Sampath and K.V. Thomas.

The Muslim League is also interested in the post of Chairperson of the Senior Citizens Commission. Meanwhile, Mani C. Kappan has reportedly been assured of a ministerial berth after two and a half years, but that will depend on Anoop Jacob agreeing to the arrangement. If that does not happen, Kappan is said to be eyeing the post of Vice-Chairman of NORKA.

Policy decision and financial burden

The decision on whether to restore Cabinet-rank posts rests with the Chief Minister and the state government. Reinstating these positions would increase government expenditure at a time when the state has repeatedly cited financial constraints, making the move politically sensitive.

Cabinet-rank posts come with several official benefits, including an official vehicle, office facilities, dedicated staff, pension, and other special allowances.
