Collector confirms no protocol breach in Kozhikode material room incident

KOZHIKODE: District Collector Snehil Kumar Singh has stated that the Chief Electoral Officer (CEO) found no violations of protocol regarding the opening of the Perambra constituency's material room at JDT Islam, Vellimadukunnu, or the Returning Officer's visit to the Koyilandy strong room premises.

Consequently, the Returning Officers for the Perambra and Koyilandy constituencies will not be replaced, and no further action will be taken.

The ruling follows a complaint filed by DCC President and UDF candidate for Koyilandy, K. Praveen Kumar. He had demanded the removal of the Returning Officers, alleging irregularities. Chief Electoral Officer Rathan Kelkar conducted a hearing before dismissing the complaint and concluding that no breach of conduct occurred.

Key findings by Commission:

  • Material Room vs. Strong Room: The commission clarified that only the material room—where polling supplies are kept—was opened. The strong room, which houses the actual Voting Machines (EVMs), remained securely locked.
  • Routine Inspection: Regarding the Koyilandy Returning Officer’s presence near the strong room, the Collector explained it was part of a routine inspection and fully within the rules.
  • Timeline: The Perambra material room was opened on April 20. While the UDF alleged a conspiracy or "sabotage" behind this move, the official investigation found the actions to be procedurally sound.
